Scorecard: 49 actions, eight years on

Each strategic action in the 2018 plan, graded against public evidence. The pattern: platform and access goals mostly happened, through federation of existing portals. Standards, interoperability and measuring use mostly did not, or left no public record.

This is a draft. "Unverified" means no public evidence was found, not that the work didn't happen. Corrections go in strategic_actions.csv (columns status, evidence, source).
